11/10/2011 - Heidelberg Sewer Project Update

 

With the sewer system design process complete, the Heidelberg Township Sewer Project is well underway.  Recently receiving the necessary permits to proceed has paved the way to begin the first actual construction within the project.  Initially, the building of the four pump stations will take place.  These pump stations are located in Flintville, Prescott Road, Old Mill Road and Kleinfeltersville.  This month we will advertise for bids to be submitted for the construction of those pump stations and, upon review, the bids will be awarded.  Look for the ground to move on those buildings somewhere in the next few months, weather permitting.    

Although the sanitary sewer system in Heidelberg Township has been a topic of discussion for many years, it is finally coming to fruition.  With a project of this size affecting as many citizens as it will, many questions arise within the community.  Below are a few Frequently Asked Questions we’ve been hearing at the Township Office.  Although some of the questions do not yet have a definitive answer, we are trying our best to give an educated answer based on the information we have currently.  Please bear with us!  With time will come more accuracy and details of this extensive project. 

FAQs:

Q: Am I on the list to connect to the new sewer system?

A: An updated list of addresses is coming to us the week of November 14th that will include all affected addresses.

Q: If I’m on that list, will I be required to connect to the sewer system?

A: Yes per the Mandatory Connection Ordinance passed in June.  If your dwelling is within the determined footage from the sewer service line, you will be required to connect. 

Q: What is the determined footage before I am not required to connect?

A: The limit of distance has not been established as of yet.  The Board of Supervisors has been working with our Engineer and Solicitor to determine an appropriate footage and should have a determination within the next few months.

Q: How much will it cost to connect to the sewer system?

A: There is no one answer to this question.  There are many variables that will determine each dwelling’s connection costs.  We as a Township are anticipating the tap-on fee to range from approximately $3,000 to $5,000.  Please understand that the more paid up front at connection time will result in a lower quarterly cost and vice versa.  The remaining costs to each dwelling will be determined by distance from the lateral, existing system connection ability, permit fees and inspections. 

The Township is working to keep the costs of connection as low as possible.  We purchased EDU’s from the City of Lebanon at a reduced rate. We were able to secure an $8.9 million grant to assist in the construction and design costs associated with the project.  We will also be contacting local lending agencies in hopes of getting information on low interest loans. Know that the first lateral connections are planned to begin around Spring of 2013. We understand that the amount of money needed to connect to the sewer system will be substantial so we are trying to educate all effected community members on planning ahead for the pending expense.

11/10/11 - 501 By-Pass Update

As many of Heidelberg Township residents have noticed, the much anticipated 501 By-Pass has begun. Although the construction process will take approximately two years to complete, the new look to our community has already taken hold.

The first and most noticeable change is the moving of the Dierwechter home at the red light intersection of Route 501 and West Main Street. Upon the relocation of the home, deconstruction of the remaining out buildings has continued which will allow for the eventual “new” Route 501. Along with those changes is the removal of the Heisey home and barn at the north corner of that intersection, just across the street from the Hess gas station. This will allow for the eventual widening of the intersection and the creation of turning lanes.

Another happening many residents have noticed is the moving of earth West of existing Route 501 south of the red light in the center of town. There is much going on in that area. Arch culverts are being constructed over sections of the Hammer Creek Tributaries so stream diversion, excavation, concrete pouring, building of haul roads, and erosion measures are all taking place. Coupled with that, PP&L has begun relocating lines with Verizon and Comcast to follow. Sunoco has started to relocate their pipeline and much tree clearing continues.

As you can see, there are a multitude of things that are involved in this type of project. Please be patient while the project moves ahead. While the roads may be a little bumpy, the finished results will ease some of the navigation hazards of our community.
